Summary


Flood defences could be at risk from Government cutbacks, the head of the Environment Agency warned as he urged councils to lobby for more funds.

The increased budget, worth some pounds800 million by 2010-11, is "far from a guaranteed figure", according to agency chairman Lord Smith.
