Summary
The Government's arts commissar in the South West, Nick Capaldi, would make an appropriate pantomime villain. If he wants to shut Exeter's Northcott theatre by withholding Arts Council South West's annual pounds550,000 grant, why doesn't he come out with the real reason instead of delivering stage whispers about its management failing to address Arts Council concerns?
