There is a cruel irony at work in Torbay. Last month it lost out on the Assisted Area Scheme (AAS), which helps provide funding to create jobs, including in the manufacturing sector. The main reason it lost out? Because it did not have enough people already employed in manufacturing.

Four years after Canadian electronics giant Nortel left the area, the effects of the loss of its 5,000-plus jobs is still being felt, and is a large factor in Torbay's present problems.
