We are told that the House of Lords considers the water supply problem so serious that it would sanction an increase in charges to the customer to pay for the repair of water mains where anything up to 25 per cent of volume is lost. Can we therefore confidently expect that any organisation that is losing stock, say a national supermarket, can expect to receive a similar subsidy?

That would be seen as nonsense. If such a supermarket were to lose stock on such a scale it would be deemed incompetent and allowed, indeed encouraged by the stock market, to go out of business.
