PUBLIC spending cuts are on their way - no-one can be in any doubt about that. And with health and education apparently ring- fenced from serious cutbacks by this Government and probably the next, every other organisation that runs on funds from the public purse fears for the future.

That is not, in itself, a bad thing. Critics of this Government's sometimes reckless attitude towards spending taxpayers' cash will say, with some justification, that if the private sector is bearing the pain of recession, it is only right that the public sector does too. But who should be suffering the most? As the Western Morning News reveals today, one organisation that fears it could be in for a tough time in the coming years is the Devon and Cornwall Police. A letter from the chief constable and the police authority to Westcountry MPs warns them that a proposed standstill budget will amount to a real-terms cut that could seriously damage the service. It wants the MPs' help to resist such a reduction.
