Though party policy, party leadership and even governments may change, constraints on our freedom remain firmly embedded in our political landscape.
Since 1945, executive power over Parliament has been strengthened, while the centralisation of much decision-making, once associated with local democracy but now left to government- appointed quangos, has significantly increased. Prime ministerial aspirants, who in opposition have such an aversion to elective dictatorship, become only too aware of its attractions when in No. 10, where the magnetism of power appears to override any disposition to repel it.
