Around 15 years ago, when fears were at their height that leaded petrol in cars was causing brain damage to children, there was little action. But when 2p was taken off the cost of unleaded petrol, the pumps could not go in fast enough at the petrol stations.

Environmental, health and financial interests overlapped. That offers a clue as to how we can be persuaded out of the ingrained habits of years.
