In the House of Commons recently, Andrew Pelling, Independent Conservative MP for Croydon, presented around half-a-dozen petitions for parliamentary consideration. Of these, one was for parliamentary reform and one on the management of a football club which might have fans outside his constituency, but all the others were of purely local interest and of little or no concern for anyone out of the area.

Surely there should be local provision for settling such matters which would not call on the time of an allegedly 'national' gover nment.
