The Government has caved in to pressure from small shops and politicians by allowing councils to block out-of-town superstores that could damage town centre trade.
While supermarkets could benefit from the changes that may make it easier for them to build more out-of-town stores, a concession would allow local authorities to reject future developments if they can show that the plans would "threaten the survival of high streets and small shops", under plans to be announced by ministers today.See the full content of this document
