No amount of excuses, explanations or qualified apologies can justify the whopping rise in water bills announced yesterday by South West Water. Many people reading our report that charges are to rise by 12.5 per cent for metered customers and 16 per cent for customers whose water is not measured, will respond with unmitigated anger. Many who already struggle to cope on low incomes with ever increasing utility bills will hang their heads with worry over just how they will find the extra cash.
