If the Army is serious, there are far reaching implications. In an armed service, three factors are important. First, the tasks required must, if possible, be defined. Next, it is essential to get the best possible fighting efficiency for these roles. To achieve this, equipment, training, and command must be apposite, simple and clear. Finally, in the present climate particularly, they should be cost-effective.
