Summary


The Government is right to want to simplify the planning process. When a process gets so complicated it takes 1,300 pages to explain how it works it is time to ask who is being served by such a Byzantine set of rules. Increasingly it has become clear that over- complicated planning regulations help swell the army of bureaucrats employed to unpick them and earn millions for the consultants and lawyers who do battle over them. The poor old general public has to pay for it all and often fails to get the kind of development he or she wants and needs.

But if the principle of simplification is the right one the presumption that the answer should be "yes" every time a council is asked if planning permission will be granted is just too simplistic. Communities and Local Government Secretary Eric Pickles is to be congratulated for his desire to help the economy to grow through development.
