Summary
To add to Ian Biggs' comment about Cornwall's health provision for those with learning disabilities, the problem is whether the health service can improve provision when so much help is required.
I've had speech therapy most of my life and only in the last two years has a permanent therapist been appointed in South East Cornwall. My difficulties are probably slight compared to those most in need, but my challenges are still huge and it doesn't help when for example the benefit system thinks I haven't got a disability (in real life most people think the opposite).See the full content of this document
