The gist of this appears to be that these would-be feral wreckers of society can be spotted by a funny look between their eyes. The hoodie-muggers of years to come can be determined by how they suck their lollipops. Their parental and social circumstances must be tested by a suitably state-appointed moral arbiter for any obvious signs of miscreant outlook.
