A HIGH Court bid to block plans for Exeter to become unitary authority could cause electoral chaos.
Devon County Council is launching a legal action, with Norfolk County Council, to stop both Exeter and Norwich's hopes of independence. The case will challenge the decision by Communities Secretary John Denham to grant the two cities freedom from county council control. Norfolk and Devon say he failed to follow his own guidelines before approving the move and had "made up his mind" before consultations even began.See the full content of this document
