There is a view, pervasive in many circles, including the some areas of government, that upland areas like Dartmoor, Exmoor and Bodmin Moor should be viewed - when they are considered at all - as recreation areas where any meaningful economic activity ought to be discouraged.

That view is comprehensively demolished by the Country Land and Business Association (CLA) in its report 'High Hopes'. And so it should be. There is a pressing need for initiatives that help upland areas to thrive and better support the people who live in them. Setting them in aspic because they are beautiful and in need of preservation, is not the way to proceed.
